Foster Care Reform

The 85th Legislature transformed the old, failing state foster care system by localizing management of services. Community-Based Care brings flexibility and innovation to a system that had become stagnant and overly prescriptive. We must build on this progress by expanding the Community-Based Care model and reducing repetitive and unnecessary layers of oversight at the local, agency, and legislative levels.
